It's better than IMDB's 5.7, primarily because Naomie Harris lights up the screen, Tyrese Gibson charms, and Frank Grillo is his usual sneaky, sleazy, slimy self.
The cinematography and New Orleans' grit do the rest.
Many of the situations Naomi's character (NOPD rookie Alicia West) puts herself in are so completely implausible that I found it maddening. Were it not for this delusional delirium, Black and Blue might be a solid 7.5, but as it is I'll give it a 6.5 and call it a night.
